Senate Republicans blocked a major bipartisan border deal and foreign aid package with assistance for Ukraine and Israel in a key vote on Wednesday amid a torrent of attacks on the bill by former President Donald Trump and top House Republicans. Fewer than 24 hours after a long-awaited, bipartisan border deal and foreign aid package was unveiled in the Senate, opposition is rapidly mounting in the chamber – making it increasingly possible the bill will not survive a key vote expected this week. California Governor Gavin Newsom says he will sign a bill that will require large businesses to account for their carbon emissions, including their scope 3 or supply chain emissions. It will require businesses in California that earn over a billion dollars a year in revenue to publicly declare their greenhouse gas emissions. (Scope 1 emissions come directly from a company's operations and scope 2 measures emissions from purchased electricity, heat, and other sources of energy.)
